Transportation Demand Management (TDM) is the flip side of infrastructure. Also known as Mobility Management, it includes various strategies that increase transportation system efficiency. TDM treats mobility as a means to an end, rather than an end in itself. It focuses on helping people use the infrastructure in place for transit, ridesharing, walking, biking, and telework. It is cost-effective in guiding the design of our transportation and physical infrastructure, so that alternatives to driving are naturally encouraged and our systems are better balanced.
TDM is a program of information, encouragement and incentives provided by organizations to help people know about and use all of their transportation options in order to optimize all modes in the system – and to counterbalance the incentives to drive that are so prevalent in subsidies of parking and roads. These are both traditional and innovative technology-based services to help people use alternatives.
TDM is also a general term for strategies that increase overall system efficiency by encouraging a shift from single-occupant vehicle (SOV) trips to non-SOV modes or shifting auto trips out of peak periods. TDM seeks to reduce auto trips and vehicle miles traveled by increasing travel options, and by providing incentives and information that encourage and help individuals modify their travel behavior. The impact of a comprehensive set of TDM strategies can have a significant impact on travel behavior, system efficiency and SOV rates.
